Le service Amtrak soutenu par l’état de la Virginie est financé, en partie, par le Commonwealth of Virginia et géré par Virginia Passenger Rail Authority (VPRA). Cela représente huit allers-retours sur les trains Amtrak Virginia Northeast Regional par jour. Ces trains financés par des fonds publics commencent leur service à Roanake, Norfolk, Newport News et Richmond et continuent sur le Northeast Corridor d'Amtrak, offrant un voyage individuel vers des destinations comme Boston, Philadelphia, New York City et Washington, DC. Ils offrent au Nord-Est un accès facile à Virginia et d’autres destinations dans le sud.

Transforming Rail in Virginia is a forward-thinking rail plan designed to increase and enhance passenger rail service in the Commonwealth. The Virginia Passenger Rail Authority (VPRA) was created by the General Assembly in 2020 to oversee TRV and to promote, sustain, and expand the availability of passenger and commuter rail service in the Commonwealth.

Designed to address the state's ever-growing traffic problem, TRV is changing the future of rail transportation in Virginia by acquiring railroad right-of-way, increasing rail capacity, and reworking passenger and freight operations to improve reliability and increase rail service. The long-term goal is to separate freight and passenger rail to improve the service of both while developing an attractive solution for citizens eager for an alternative to driving on consistently congested highways and interstates.

Currently VPRA is building necessary infrastructure to increase the number of state-supported Amtrak Virginia trains operating in the state. When the current construction phase is complete in 2030, the state will fund 13 Amtrak Virginia roundtrips, up from today's eight, resulting in generational changes in passenger rail for Virginians.
